San Pablo City – The Civil Service Commission- Regional Office IV conducted the Phase 2 of the Report Card Survey here in San Pablo City Hall last week, which started on February 10 till February 14.  Among others who were visited by the CSC are San Pablo City Water District and other Local Government Agencies here in Laguna.

According to the letter sent by CSC-Regional Office IV Director IV, Ms. Lydia A. Castillo, the survey aims to obtain first, to get feedback from clients on how different agencies follow the provisions in the Citizen’s Charter, second, is to obtain information on hidden costs incurred by clients in accessing frontline services and lastly, rate agency performance as well as client satisfaction with regards to frontline service delivery.  It was also stated that this is in compliance with the Republic Act 9485 also known as the Anti-Red Tape Act (ARTA) of 2007 of which all Government Offices are required to draw up their respective Citizen’s Charter and post these at the most conspicuous places in the agency.

Meanwhile, Human Resource Officer, Ms. Elvira Celerio said in an interview that the CSC will be furnishing the LGU of the result of the said survey probably before the end of this month. Ms. Celerio is competent enough that although there are still few requirements of which the SPC-LGU wasn’t able to comply as stated in ARTA, so far the ratings is very good apparent with the feedback given by the clients during the actual conducted survey. She also added that the result is very essential for the LGU to enhance the Citizen’s Charter and for the betterment of frontline service delivery as this was the main objective of Mayor Vicente B. Amante ever since. (CIO-San Pablo)
